Immediately after the Borg attack at Wolf 359, the general feeling in Starfleet command was that the Federation had to prepare for another Borg attack. For the most part, the feeling subsided as it became evident that no large scale attack was imminent. Some continued to wait for the other shoe to drop and advocated the creation of a hybrid class of highly adaptable, self-reliant ships that would be able to hold the Federation together when the Borg inevitably invaded. The Bondar Class was the result, of which, the USS Welfen was the most prominent.

The success of the Welfen can be attributed primarily, not to the design of the ship but, to the dynamic of it's crew. They were not assigned to the Welfen because they were the brightest and the best, but they joined the ranks of the brightest and best because they worked together aboard the Welfen.
